Whistleblown: DOH Lawsuit Makes Whistleblower's Complaints Formal

By Alexa Schirtzinger

On Oct. 22, New Mexico Department of Health whistleblower Diane Moore formalized her complaints (nepotistic hiring and potentially fraudulent financial practices at the DOH) formal in a lawsuit in the First Judicial District.

Moore's lawsuit, which chronicles several years' worth of allegations, is pasted below. SFR first covered this story in a blog post last December, followed by a cover story and additional news coverage.

The dollars used to settle this lawsuit and pay the lawyers will be taxpayer dollars.  The corrupt state employees that are fault will not be punished......or maybe Governor Martinez might decide it is not business as usual.

How come most of the pages of the court document reproduced for this article are blank or missing?  Is this censorship or a simple techinical glitch?

Good job, Alexa.  Nepotism aside, Moore states the DOH tried to circumvent the B.A.R. process by using SHARE journal entries (debit & credits) to move expenditures from program areas & categories that were about to exceed their budgets into P codes that had budget surplusses.  This is illegal unless there is proper docuementation that the original postings were in error.  Horowitz knows as does Mulligan & Dorothy Rodriguez, sonce they are all DFA budget professionals.  This is why I voted for Susana Martinez.  All of them, and especially Dan Jacobs need to be shown the door and anseer for their misdeeds.

Carlos,  Please don't confuse us with the facts.  The truth has thus far been irrelevant at DOH.  Let's keep it that way until Jan 1st.  Viva Susana!
