Counties say letting people know about local programs for substance abuse, local laws on vehicle seizure or DWI checkpoints in the area are an important part of the fight against drunken drivers.

But despite the court ruling, it's still up the EPA to enforce the rule, and the administrator has shown no taste for cracking down on leaky rigs and wells.
